Don't waste your time
I contacted W.E. Bilbrey to get an estimate for work I needed done at my home. He showed up 1/2 hour late for the appointment with no apology. He didn't discuss any options with me - merely took measurements, mentioned a huge dollar amount in conversation and told me it would be 8-10 days before I got the estimate. It is now one month later and I have not received a written estimate. My impression is that W. E. Bilbrey is not interested in "small" jobs and will try to discourage your business as opposed to saying "We don't do this" up front. Move on to someone who actually wants your business.
